Integrated Govt. Online training portal

Ministry of Personnel, Public Grievances & Pensions is implementing the iGOT Karmayogi portal as a comprehensive online learning platform to guide government officials in their capacity-building journey.   

Mission Karmayogi

The National Programme for Civil Services Capacity Building (NPCSCB)- Mission Karmayogi aims to create a competent civil service rooted in Indian ethos, with a shared understanding of India’s priorities, working in harmonization for effective and efficient public service delivery. The Mission seeks to keep the civil service at the center of all change, empowering them to deliver in challenging environments. The focus of NPCSCB is also on enhancing the government-citizen interaction, with officials becoming enablers for citizens and business, with development of Behavioural-functional-domain competencies leading to ease of living and ease of doing business. Thus, by design, Mission Karmayogi adopts a citizen-centric approach for civil service reforms.

Designed as a six-pronged initiative, NPCSCB lays emphasis on developing the potential of officials, training institutes and the government. It re-energizes key aspects in the capacity building and HR management structure in government, including regulation and governance.

On 2nd September 2020, Government approved the National Programme for Civil Services Capacity Building (NPCSCB) with six key pillars including Policy Framework, Institutional Framework, Competency Framework, Digital Learning Framework (iGOT-Karmayogi), the electronic Human Resource Management System (e-HRMS) and the Monitoring and Evaluation Framework. The Programme will cover all civil servants (including contractual employees) across different ministries, departments, organizations and agencies of the Union Government.

iGOT platform

At the core of Mission Karmayogi is the iGOT Karmayogi platform – a comprehensive online platform to guide individual civil service officials in their capacity building journey. It is not merely a learning platform; it is a solutioning space that combines five functional hubs for online learning, competency management, career management, discussions, and networking. This will enable officials to deliver more effectively, eventually enhancing government execution capabilities. Through these hubs, the platform will enable online, face-to-face, and blended learning; facilitating discussions through topical forums, managing career paths, and enabling reliable assessments that credibly signal competencies of officials. While iGOT Karmayogi will bring the responsibility of learning to the learner, it will also provide tools through which Departments and managers can monitor and mentor officials. It will provide anytime-anywhere-any-device learning to train about 2 crores users which was hitherto not achievable through traditional measures.

The platform is envisioned to evolve into a vibrant and world class marketplace for content modelled on FRACs, supported by a robust e-learning content industry. The Framework of Roles, Activities and Competencies (FRAC), as termed within Mission Karmayogi’s Integrated Government Online Training platform (iGOT) initiative, is the mapping of three constructs (roles, activities and competencies, supported by knowledge resources) for each individual position within all government ministries, departments and organisations (MDOs) at the national, state and local level.

The content can be curated by individual government ministries or organizations in-house or through knowledge partners. Carefully crafted and vetted content from best-in-class institutions, universities, private content providers and individual resources will be made available as training modules.

The portal combines six functional hubs for online learning, competency management, career management, discussions, events, and networking. 28 lakh+ learners from across the government spectrum are currently registered on the iGOT Platform having access to 840+ courses.
