The National Institutional Ranking Framework (NIRF) has been launched by Ministry of Education (MoE) (earlier called Ministry Human Resource Development (MHRD)), Government of India on 29th September, 2015.

This framework outlines a methodology to rank institutions across the country. The methodology draws from the overall recommendations broad understanding arrived at by a Core Committee set up by MoE, to identify the broad parameters for ranking various universities and institutions.

Parameters covered

The parameters broadly cover the following for the overall ranking

Teaching Learning and Resources - These parameters are related to the core activities of any place of learning. These lay emphasis on measuring numbers and quality of faculty, library and lab resources and general facilities for development of young persons. These are organized into the following sub-parameters:
Research Professional Practice & Collaborative Performance - Excellence in teaching and learning is closely associated with the scholarship. Equally, faculty members are expected to make their knowledge and expertise available to benefit the society and industry. These parameters, therefore, attempt to measure the quantity and quality of research output as seen through international data bases, IPR generation and interface with industry and fellow professionals. These are organized as follows:
Graduation Outcome - This parameter forms the ultimate test of the effectiveness of the core teaching/learning activity, and measures the student graduation rate and their success in finding appropriate placement in industry and Government or taking up higher studies. These are organized as follows:
- Metric for University Examinations: GUE
- Metric for Number of Ph.D. Students Graduated GPHD
Outreach & Inclusivity - The Ranking framework lays special emphasis on representation of women and socially challenged persons in student and/or faculty populations, and also on outreach activities of the institution. These are detailed below:
Peer Perception - The ranking methodology gives a significant importance to the perception of the institution by its stakeholders. This will be accomplished through Stakeholder Surveys.

Frequency of ranking

As decided by the Ministry of Education, Ranking of institutions of Higher Education will be an annual exercise.

Ranking of institutions 2023

While total number of HEIs that participated in the ranking exercise in various categories and subject domains have increased from 3565 in 2016 to 8686 in 2023, number of categories and subject domains have increased from 4 in 2016 to 13 in 2023.

The ranking exercise for the year 2023 continues with the practice of providing a common “Overall” rank in addition to a separate rank for Universities, Research Institutions, Degree Colleges, and discipline-specific ranks in Engineering, Management, Pharmacy, Law, Medical, Dental and Architecture & Planning. Agriculture & Allied Sectors and Innovation are two verticals added to the ranking exercise from 2023 onward.

A total number of 5,543 unique institutions responded and offered themselves for ranking under “Overall”, category-specific or domain-specific rankings. In all, 8686 applications for ranking were made by these 5,543 unique applicant institutions under various categories and / or subject domains.

As a matter of practice, 100 institutions are ranked in Overall and Universities since inception of these two categories. While number of institutions that are being ranked in Engineering is 100, however, 100 engineering institutions are ranked in two rank band of 50 each, number of institutions ranked in Management and Pharmacy have also been increased from 75 to100 each from 2022 onwards. However, number of institutions ranked are restricted between 30 and 75 in subject domains namely Architecture & Planning, Law, Medical, Dental, Research Institutions and Agriculture and Allied Sectors.
