Online grievances redressal for violation of child rights

eBaalNidan is an online grievances registration platform for violation of child rights initiated by National Commission for Protection of Child Rights (NCPCR) . The platform was launched in 2015. The portal can be accessed at www.ebaalnidan.nic.in

About NCPCR

The National Commission for Protection of Child Rights (NCPCR) is a statutory body constituted under Section 3 of the Commission for Protection of Child Rights (CPCR) Act, 2005 to protect the child rights and other related matters in the country. The Commission is further mandated to monitor the proper and effective implementation of Protection of Children from Sexual Offences (POCSO) Act, 2012; Juvenile Justice (Care and Protection of Children) Act, 2015 and Right to Free and Compulsory Education (RTE) Act, 2009. In one of the functions laid down under Section 13 of the CPCR Act, 2005, the Commission has been assigned with the function to examine and review the safeguards provided by or under any law for the time being in force for the protection of child rights and recommend measures for their effective implementation.

eBaalNidan features

  • Any individual or organisation can file complaint relating to violation of child rights through the portal.
  • Complainant can view status of his or her complaint.
  • Filing of complaint through eBaalNidan is absolutely free 

How to file a complaint

  • Visit www.ebaalnidan.nic.in
  • User needs to have a valid email id and a mobile number for registration in the portal.
  • User need to first register by providing required information such as your name, address etc. 
  • After successful registration, a user id and password will be provided to the user for Login purpose.
  • After login, user can file the complaint by filing required information such as date of incidence, place of incidence, information about the victim, the authority, the nature and category of complaint, what action was initiated. User can also upload relevant documents pertaining to the complaint in PDF format.

Track complaint

After successful registration, the user will get a complaint registration number. Through this number, the progress of redressal of the complaint in the Commission can be tracked by the complainant. 

Grievance redressal mechanism

NCPCR will process all complaints posted online and take action in accordance with laws, rules and procedures.

The State Commissions will also be able to view the complaints registered on the portal to take necessary action. If needed, NCPCR will transfer the registered complaints to the concerned State Commission. In case, the State Commission has already taken cognizance of the case, an option of joint inquiry will also be provided, if State Commissions need want involvement of NCPCR in complaint resolution. 

If a user is not satisfied with action taken by NCPCR, s/he can reply with comments to the NCPCR within 60 days of communication of final disposal of complaints by the NCPCR.
