NITI Aayog

The National Institution for Transforming India, also called NITI Aayog, was formed via a resolution of the Union Cabinet on January 1, 2015. NITI Aayog is the premier policy ‘Think Tank’ of the Government of India, providing both directional and policy inputs. While designing strategic and long term policies and programmes for the Government of India, NITI Aayog also provides relevant technical advice to the Centre and States.

NITI Aayog and the Aspirational districts programme

Anchored in NITI Aayog, the Aspirational Districts Programme intends to turn development into a mass movement, facilitated by Governments at different levels: Centre, State and District. 

NITI Aayog has held consultations with stakeholders and finalised 49 Key Performance Indicators (KPIs) across six themes:

  • Health and Nutrition
  • Education
  • Agriculture and Water Resources
  • Financial Inclusion and Skill Development; and
  • Basic Infrastructure.

Each of these themes is weighted according to the government’s commitment to inclusive growth and its aim of improving the living standards of its citizens. The data on inputs and outputs are captured on a monthly basis and the outcomes are collected through quarterly surveys at the district level by agencies nominated by NITI Aayog.

Champions of Change dashboard

Champions of Chnage is a dynamic dashboard for the Aspirational Districts that facilitates measuring progress along core dimensions. That the data are easily accessible will promote greater engagement. At the outset, District Information Officers will collect and enter the data. Going forward, the data will fetched through APIs from various Ministries of the Central Government. NITI has provided the State Best Value and Nation Best Value for each of the indicators in the system. In addition, the DM/DC can enter the Annual Target value to be achieved against each of the indictors.

Documentation of best practices

NITI Aayog has created the India Knowledge Hub (IKH), a dynamic web portal, functioning as a repository to store and disseminate best practices from across the country.
