Jeevan Pramaan

Jeevan Pramaan is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government or any other Government organization can take benefit of this facility. The scheme was launched on November 10, 2014. The beneficiaries of the scheme are over five crore retired employees of government and PSUs.

One of the major requisite for the pensioners post their retirement from service, is to provide life certificates to the authorized pension disbursing agencies like Banks, Post offices etc., following which their pension is credited to their account. In order to get this life certificate the individual drawing the pension is required to either personally present oneself before the Pension Disbursing Agency or have the Life Certificate issued by authority where they have served earlier and have it delivered to the disbursing agency.

Using Jeevan Pramaan, a pensioner can now digitally provide proof of his/her existence to authorities for continuity of pension every year instead of requiring to present himself/herself physically or through a Life Certificate issued by specified authorities.

The Digital Life Certificate facility is not available to Remarried or Re-employed Pensioners. They are required to submit the Life Certificate the conventional way to their Pension Disbursing Authority.

How it works

Jeevan Pramaan uses the Aadhaar platform for biometric authentication of the pensioner. A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository. The Pension Disbursing Agencies can access the certificate on-line.

The step-wise process is as follows

  1. Enrol Yourself : Download the PC/ Mobile application or alternatively visit the nearest Jeevan Pramaan Centre to get your self registered. Provide necessary information like Aadhaar number, Pension Payment Order No., Bank Account No., Bank Name and your Mobile number.
  2. Aadhaar Authentication : Provide your biometrics, either a finger print or Iris and authenticate your self. (Jeevan Pramaan uses the Aadhaar Platform for on-line biometric authentication )
  3. Life Certificate : After a successful authentication a SMS acknowledgement is sent to your mobile number including your Jeevan Pramaan Certificate ID. The certificates are stored in the Life Certificate Repository for making it available any time and any where for the pensioner and the Pension Disbursing Agency. Pensioner has to inform to the Bank that his Jeevan Pramaan has been generated through online registration from Jeevan Pramaan portal.
  4. Access your Certificate : You can download a PDF copy of the certificate from the Jeevan Pramaan website by providing the Jeevan Pramaan ID or Aadhaar number.

What information is required to be provided by a pensioner to generate the JeevanPramaan?

  • The Pensioner has to provide Aadhaar Number, Name, Mobile Number and self declared Pension Related Information like PPO Number, Pension Account number, Bank details, Name of Pension Sanctioning Authority, Pension Disbursing Authority, etc.
  • The pensioner has to also provide his/her biometrics either Iris or Fingerprint. 

There are four ways to register and get a Jeevan Pramaan.

  • Visit your nearest Common Service Centre (CSC) centre and register online using CSC services and you may have to pay nominally for this. To locate a Jeevan Pramaan Centre, click here. You can also SMS : JPL to 7738299899 to get list of Jeevan Pramaan centre near your pincode. 
  • Visit a Designated Office and register yourself.
  • Get a Digital Life Certificate : Download the application & install on your android (8.0 and above) based smart phone/tablet or Windows (Ver 8.0 and above) PC/Laptop and register yourself (The client software will require a biometric fingerprint/ iris scanner device). To download the application, click here.  Generation of DLC using the Client Application Software (the registration and generation of Jeevan Pramaan) gets done in two basic steps:
    • Operator Authentication /Device Registration :  It is required to authenticate /register the biometric device (this one time only for a particular biometric device whether it’s the agencies doing the DLC generation or it is being done by the pensioners herself/himself). The operator / pensioner provide Aadhaar Number and a Mobile number and receive an OTP which is provided in the online application form/ software module for registration.

  • Visit your nearest Post Office or book doorstep request :
    Service available at nominal fee of Rs. 70 (inclusive of taxes). ensioner needs to carry the following information for the generation of the DLC:
    • Pension ID
    • Pension Payment order
    • Pension Disbursing department
    • Bank account details
    • Mobile Number and Email ID
    • Aadhaar Number
    • Digital Life certificate will be instantly generated with Pramaan ID sent to you on your mobile. 
    • Your certificate details will be automatically updated with the pension department.
  • Pensioner can book doorstep request on post info mobile app or https://ccc.cept.gov.in/ServiceRequest/request.aspx

Requirements

The minimum requirements for JeevanPramaan face app are:

  • Android 7.0 (SDK 24) or greater.
  • RAM - 4+ GB.
  • Storage - 64 GB ( Minimum 500 MB free storage space).
  • Camera Resolution - 5MP or greater.
  • Face RD Service - Aadhaar Face RD service is required to use the app and can be downloaded from google play store.
