e-Panchayat

Under Digital India Programme, Ministry of Panchayati Raj is implementing e-Panchayat Mission Mode Project (MMP) with the aim to transform the functioning of Panchayati Raj Institutions.  

eGramSwaraj

Under e-Panchayat MMP, Ministry of Panchayati Raj launched eGramSwaraj, a simplified work-based accounting application to address various aspects of Panchayat functioning. The erstwhile applications governing these separate functions have been strung together for the purpose of simplification.  eGramSwaraj aims to bring in better transparency in the decentralised planning, progress reporting and work-based accounting.

eGramSwaraj encompasses various modules pertaining to Panchayat functioning such as planning, accounting, monitoring, asset management etc. The accounting module provides the Panchayats with digitized account books wherein all the information related to receipts and payments are captured. eGramSwaraj is primarily based on the concept of Work Based Accounting i.e., for every planned activity of a corresponding Panchayat Development Plan; the physical progress as well as the financial progress can be tracked thereby ensuring a sound financial management system as well as improving the credibility of Panchayat and its functioning. Consequently, for every activity / work carried out, the payments are processed through a two-level authentication via eGSPI i.e., DSC based payments that are initiated by the Maker (in this case Panchayat Secretary / equivalent) and approved by the Checker (in this case Panchayat Sarpanch / equivalent).

Apart from facilitating trainings for panchayat stakeholders, various training materials and artifacts relating to eGramSwaraj viz. Brochures, quick reference guide, SOP for Online Payment module etc. have been made available to the Panchayats on the eGramSwaraj website.

The total number of Beneficiary are 2.78 lakh Panchayati Raj Institutions including Traditional Local Bodies.

AuditOnline

AuditOnline is one of the generic and open source applications developed as a part of Panchayat Enterprise Suite (PES) under e-panchayat Mission Mode Project (MMP) initiated by the Ministry of Panchayati Raj (MoPR). AuditOnline facilitates the financial audit of accounts at all the three levels of Panchayats viz District, Block and Village Panchayats, Urban Local Bodies (ULB) and Line department by Auditors (State AG/LFA). AuditOnline facilitates recording details for both Internal and External Audit as per the defined process. The software not only facilitates the online and offline audit of accounts but also serves the purpose of maintaining the past audit records of the auditee with associated list of the auditors and audit team involved in the audit and acts as a good financial audit tool and improves transparency & accountability. Also the information is available in public domain and for usage by other PES applications.
